“Roads Restored, Punjab Prosperous”

The Punjab Highways Department invites online tenders through the PPRA E-Tendering System for the following road improvement works in District Sialkot. All eligible engineering firms and contractors are encouraged to participate under the terms and conditions outlined below.

Who Can Apply:

1. Contractors/Firms must be registered with the Pakistan Engineering Council (PEC) and possess a valid PEC license for the fiscal year 2024–2025, in the relevant categories and codes.

2. Registration with Punjab PPRA’s E-Procurement System is mandatory. Full registration details can be accessed at PPRA website.

3. Bidders must upload a bid security (earnest money) equal to 5% of the estimated cost in the form of a Call Deposit Receipt (CDR) or Pay Order, made payable to the Executive Engineer, Highway Division Sialkot.

   • The bid documents must be submitted online via the Punjab E-Procurement Portal no later than one hour before the bid opening time.

   • The original CDR/Pay Order and a copy of the valid PEC license must be physically submitted to the tender committee by 1:00 PM on 14th May 2025. Failure to comply will result in disqualification.

Bid Opening:

• All bids will be opened and announced by the Tender Opening Committee on 14th May 2025 at 2:00 PM at the office of the Superintending Engineer, Highway Circle Gujranwala. Interested bidders or their representatives are encouraged to attend.

Important Terms:

4. Any forged or false documents, including fake CDRs, will lead to disqualification, blacklisting, and further action with PPRA and PEC.

5. As per official PPRA guidelines dated 11th October 2024, all bidders must:

   • Quote individual item rates,

   • Provide total amounts for each item, and

   • Mention a grand total.
     Percentage-based bids (above or below estimated cost) will not be entertained.

6. Bid security must comply with PPRA Rule 27.

7. Any recovery for old material reuse will be manually adjusted and factored into bid evaluation.

8. The procuring agency reserves the right to reject any or all bids under Rule 35 of PPRA (Rejection of Bids).

9. No price variation or escalation will be applicable for the works listed below.
