Directorate-General, Monitoring & Evaluation (DGM&E), Planning & Development Board, Government of the Punjab, Lahore, invites bids on a lot-wise basis from registered firms, companies, sole proprietors, and general order suppliers engaged in trading and registered with the relevant authorities (Income Tax, Sales Tax, Punjab Sales Tax, etc.).

Bidding Procedure:
The procurement will be conducted through EPADS (E-Procurement System) under Punjab Procurement Rules 2014, using Open Competitive Bidding and Single Stage – Two Envelope (SSTE) procedure. All eligible bidders are welcome to apply as per the conditions in the bidding documents. -
Access to Tender Documents:
Tender notices and bidding documents are available free of cost for registered bidders on PPRA Website. -
Bid Submission Deadline:
All bids must consist of Technical and Financial Proposals, fully completed, signed, and stamped in accordance with the bidding document requirements.
- Deadline: April 23, 2025, by 10:30 AM
- Technical Bid Opening: April 23, 2025, at 11:00 AM
- Opening will be conducted through EPADS in the presence of bidders or their authorized representatives.
- If the due date falls on a public holiday, the next working day will be considered as the new deadline. -
Bid Security Requirements:
Each bid must be accompanied by a Bid Security equal to 2% of the estimated amount for each lot, submitted in the form of Pay Order / Demand Draft / CDR, made in favor of Directorate General (M&E), P&D Board.
- A copy of the bid security must be attached with the bid documents.
- The original bid security must be submitted in a sealed envelope at the address below before the deadline. -
Required Documents:
Bidders must attach valid Income Tax and Sales Tax Registration Certificates along with other documents as specified in the bidding documents.
- All applicable taxes will be deducted in accordance with government rules. -
Right to Reject Bids:
DGM&E reserves the right to reject all bids or proposals at any time before the acceptance of a bid, as per Rule 35 of Punjab Procurement Rules 2014.
