Section-I: Invitation to Bids


E-Bids are invited through Punjab’s e-Procurement System (E-Pak Acquisition & Disposal System - EPADS) from eligible bidders (firms, companies, sole proprietors, general order suppliers, joint ventures, etc.) registered with relevant tax authorities and possessing a valid Professional Tax Certificate for FY 2024-25. The procurement pertains to the following Furniture & Fixture items, organized into 10 separate lots, with each lot to be awarded individually.

Key Instructions & Terms

  1. Sample Submission:
    Samples (where demanded) must be submitted before the e-bid submission deadline at:
    Office of SSP Admin, CTD HQ, Opposite Jallo Park, Lahore.

  2. Bid Security:
    Must be scanned and uploaded with the e-bid and also submitted in original (Lot-wise) separately in a clearly marked envelope. Acceptable formats: CDR, Bank Guarantee, Demand Draft, Pay Order. Late submissions will be rejected.

  3. Submission Procedure:
    Bids shall be received as per Single Stage – Two Envelope Procedure under Rule 38(2)(a) of PPR 2014.

  4. Bid Submission Deadline:

    • Date & Time: 01 May 2025 at 11:00 AM

    • Bid Opening: 01 May 2025 at 11:30 AM
      (Bidders may attend either physically or online.)

  5. Important Notes:

    • Bidders must quote rates for each item in a lot; omission of any item renders the bid non-responsive.

    • Bids must be uploaded well before the deadline to avoid technical issues.

    • Incomplete, unsigned, unstamped, or late bids will not be entertained.

    • Registration on EPADS is mandatory for bid submission.

  6. Performance Guarantee:
    Successful bidders will be required to submit 10% of contract value as performance guarantee in the form of a bank guarantee in favor of SSP/Admin, CTD Punjab.

  7. Right to Reject:
    CTD reserves the right to reject any or all bids as per Rule 35 of PPRA 2014. Grounds for rejection will be communicated upon request.

  8. Compliance:
    All procedures will be governed by Punjab Procurement Rules 2014. In case of any conflict between bidding documents and the rules, PPRA rules shall prevail.

  9. Documents Required with Technical Bids:

    • Income Tax and Sales Tax Registration Certificates

    • Valid Professional Tax Certificate (FY 2024-25)

    • Any additional documentation as specified in bidding documents
