Lahore Development Authority (LDA), Urban Development Wing, invites sealed e-tenders on Single Stage - Two Envelope procedure under PPRA Rule 38(2)(a). Bids are invited from engineering firms/contractors who:

• Are registered with Pakistan Engineering Council (PEC) in relevant categories (C-5 & above)

• Have valid registration on EPADS

• Are active tax filers (NTN and PNTN)

Procurement will strictly follow the PPRA Rules 2014 (amended to date).

Instructions for Bidders

1. Contractor Registration
   Contractors must be registered on the EPADS portal.

2. Availability of Documents
   Tender documents (technical and financial) will be available online along with this notice on the EPADS and PPRA websites.

3. Submission Format

   • Bidders must submit their Technical Proposals according to the specified evaluation criteria.

   • Financial Proposals should include item rates both in figures and words, signed as per directions in the BOQ.

   • Both proposals must be uploaded online in PDF format via EPADS (as per Regulation 6(4) of PPRA Regulations 2024).

4. Bid Security

   • Must be 5% of the estimated cost, submitted in the form of Bank Guarantee from a scheduled bank in Pakistan.

   • It must be valid for at least 30 days beyond the bid validity deadline.

   • Original bid security must be submitted to the LDA office before the submission deadline. Bidders failing to do so will be disqualified.

5. Opening Procedure

   • Only Technical Proposals will be opened on the due date.

   • After technical evaluation, only responsive bidders' Financial Proposals will be opened on a later date.

6. Bid Validity
   Conditional, unreadable, corrupt, or virus-infected bids will be rejected in accordance with PPRA Regulation 8(4), 2024.

7. Holidays
   If the submission/opening date falls on a public holiday, the process will shift to the next working day.

8. Compliance & Taxes

   • All applicable taxes must be paid by the contractor at the time of payment release.

   • All rules of PPRA shall apply.
