The Punjab Highway Department invites tenders for the following works from engineering firms/contractors under the PPRA Tendering System. All interested firms/contractors that meet the following criteria are eligible to participate in the tendering process:

Eligibility Criteria:

1. Registration:
   Contractors/firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category and codes.

2. Online Registration:
   Contractors/firms must be registered on the Punjab Pora website (www.punjab.eprocure.gov.pk). For details regarding registration, please visit ppra.punjab.gov.pk/eprocurement.

3. Earnest Money:
   All contractors/firms must upload earnest money in the form of a CDR (Cash Deposit Receipt) in favor of the Executive Engineer, Highway Division Bahawalpur, amounting to 2% of the estimated cost. This must be uploaded on the website half an hour before the opening of the tender. The original CDR must be submitted to the Tender Opening Committee on the same day, half an hour before the opening. Failure to submit the original CDR will lead to disqualification.

4. Tender Opening:
   After filling in the bids online, contractors may attend the office of the Commissioner, Bahawalpur Division, on 16th April 2025 at 11:00 AM, where the Tender Opening Committee will retrieve the bids, announce the successful bidder, and disclose the quoted rates.

5. Disqualification for Fake Information:
   Any contractor/firm that submits fake documents or information (such as fake CDR/receipts) will be disqualified from the current tender and blacklisted from future tenders with the C&W Department. Further actions will be recommended to PPRA and PEC.

6. Bid Rejection:
   The procuring agency reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid or proposal, as per PPRA Rule-35 (Rejection of Bids).

7. Execution:
   TST/DST/Surfacing shall be executed using a mechanized system.

8. Credit Adjustments:
   Recovery against credit for old materials will be handled manually, and the bids will be evaluated accordingly.

9. Public Holidays:
   In the event of a public or local holiday on the scheduled tender submission date, the tender will be received and opened on the next working day.

• All bids should quote item rates for each item of work listed in the approved DNIT/BOQs.

• Percentage-based bids (above or below the approved cost) will not be accepted.
