Parks and Horticulture Authority (PHA), Sahiwal, invites E-Bids from eligible firms, sole proprietors, or companies registered with Income Tax, GST, and PST departments for the execution of the Beautification Plan of Sahiwal City, FY 2024–25. The procurement will be carried out via electronic means (EPADS) in accordance with Punjab Procurement Regulations 2024 and PPRA Rules 2014 (amended to date).

Important Instructions

1. Bid Security:
   Must be 3% of the estimated cost in the form of CDR / Demand Draft / Pay Order (refundable), in favor of:
   Director General, Parks and Horticulture Authority, Sahiwal.
   Conditional bank guarantees are not accepted.

2. Submission of Bid Security:

   • The original hard copy of the CDR and technical bid must be submitted in a sealed envelope at the office of PHA, Sahiwal before bid submission deadline.

   • Failure to submit will lead to rejection of the bid.

3. E-Bid Submission & Opening Schedule:

Note: In case of a public holiday, the next working day shall be considered as the opening date.

4. Bidding Method:

   • Single Stage – One Envelope bidding procedure shall be followed.

5. Bid Submission Portal:

   • All bids must be submitted electronically on EPADS.

   • Bidders are advised not to wait till the last moment to upload their bids. PHA Sahiwal will not be responsible for any technical delays/issues.

6. Performance Guarantee:

   • The successful bidder must submit a 5% performance guarantee of the contract amount before issuance of the supply/work order.

7. General Conditions:

   • All assessments and procedures shall be governed under PPRA Rules 2014.

   • PHA reserves the right to increase/decrease quantities or reject any/all bids prior to acceptance, under Rule-35 of PPRA Rules 2014 (amended).
