District Jail Kohat invites electronic tenders for the financial year 2025–26 for the supply of various goods and services. The estimated budget for this procurement is approximately PKR 55 million (5.5 crore). The tender includes:

• Edible Items (Raw Ration)

• Mobile Collection Center Setup at Main Gate

• Miscellaneous Items

• Emergency Medicines

Interested and eligible contractors—registered for Sales Tax, Income Tax, and listed on the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) portal—are invited to submit their bids online through the E-Procurement system (EPAD).

  Bids will be opened in the presence of participating contractors and the designated Purchase Committee.

Key Terms & Conditions:

1. Estimated Cost Flexibility:
   The estimated value is subject to change (increase or decrease) in accordance with KPPRA rules and the authority's discretion.

2. Eligibility Requirements:

   • All bidders must be registered on the KPPRA e-tendering portal.

   • Tender documents, item lists, and forms are available for download from the same portal.

   • A copy of this notice is also published on the official KPPRA website.

3. Bid Security:

   • A 2% bid security (of the total tender amount) must be submitted via Call Deposit Receipt (CDR) from a scheduled bank in favor of the Superintendent District Jail Kohat.

   • The CDR must be uploaded with the e-bid and the original CDR must be submitted physically to the office before the bid opening.

   • Failure to upload or submit the CDR on time will result in disqualification.

4. Applicable Taxes:

   • The successful bidder will be responsible for paying all relevant taxes, including Income Tax, Sales Tax, Professional Tax, Stamp Duty, or any other government-imposed levies as per policy.

5. Late or Substandard Supply Penalty:

   • If the contractor delays delivery or supplies substandard goods, the required items will be purchased from the market, and the price difference will be deducted from their bill or security.

6. Breach of Contract or Rule Violation:

   • Non-compliance with supply timelines, quality standards, or tender rules may result in legal action, blacklisting, or both.

   • The Purchase Committee reserves the right to reject any or all bids, fully or partially, by providing valid reasons.

7. Approval Authority:

   • Final tender approval will be granted by the Deputy Inspector General of Prisons, South Region, D.I. Khan.

8. Delivery Location:

   • All goods must be delivered to the main gate (duri gate) of District Jail Kohat.

9. Verification of Bid Security:

   • All CDRs will be sent to their respective banks for verification. No CDR will be returned without confirmation. Fake CDRs will be dealt with under banking regulations and Pakistani law.

10. Food Safety Compliance:

• Contractors must present a valid certificate issued by the Khyber Pakhtunkhwa Food Safety & Halal Food Authority, as required under Section 15 of the KPFS&HFA Act, 2014. Non-submission will render the bid non-responsive.

11. Performance Guarantee:

• Once awarded, the contractor must sign a formal agreement and provide a Performance Guarantee equal to 5% of the contract amount, in the form of a CDR in favor of the Superintendent District Jail Kohat.
