Invitation of Bids – Letting of University Cafeteria & Photocopy Shop(s) on Rent Basis

MNS UET, Multan, which currently serves around 1,500 students (morning and evening classes) and 125+ faculty/staff members, invites sealed bids from individual entrepreneurs, business persons, or firms for the rental of the University Canteen and Photocopy Shop(s).

Eligible bidders must be registered with the Federal Board of Revenue (FBR), Punjab Revenue Authority (PRA), and other relevant bodies mentioned in the tender document. Where applicable, a Punjab Food Authority license is also required.

Lot Description:

• Canteen & Photocopy Shop(s) – MNS UET, Multan

• Minimum Monthly Rent (exclusive of taxes): Rs. 20,000/-

• Bid Security: Rs. 100,000/-

Bidding Process:

• A two-stage process will be followed:

  1. Technical proposals will be opened and evaluated first. The evaluation report will be shared with all participants via official letter and uploaded on the University website.

  2. Only technically qualified bidders will be invited to participate in the financial bid opening. The contract will be awarded to the bidder with the best evaluated financial offer.

Bid Documents:

• Available from the Treasurer’s Office during office hours.

• Can be obtained upon written application (with CNIC copy) and payment of a non-refundable fee of Rs. 1,000/- deposited into HBL Mumtazabad Branch, Multan (A/C No. 12668900875503, titled MNS UET Multan Payment/Freedom Current).

Submission & Opening:

• Sealed Technical and Financial Bids (in two separate envelopes) must be submitted by 06 October 2025 at 11:00 AM at the address below.

• Technical bids will be opened the same day at 11:30 AM, in the presence of bidders who wish to attend.

• Financial bids of technically qualified bidders will be opened on a later date, which will be communicated by the committee.

Conditions:

• All bids must include bid security of Rs. 100,000/- in the form of a CDR in favor of Treasurer, MNS UET Multan.

• Late submissions or bids without the required fee and CDR will be rejected.

• The University will not cover any costs incurred by bidders in preparing or submitting their bids.

• MNS UET reserves the right to increase, decrease, cancel, or re-bid any or all units/services.
