Invitation for Bids (IFB)

The Capital Development Authority (CDA) invites electronic bids under the Single Stage – Two Envelope procedure in accordance with Rule 36(b) of the Public Procurement Rules (PPRA), from reputable and eligible construction firms for the following infrastructure development project:

Project Details

• Name of Work: Remodeling and Widening of Faizabad Interchange, Islamabad

• Estimated Cost (NIT): PKR 195.300 million

• Bid Security: PKR 3.906 million

Eligibility Requirements

Firms must:

• Be registered with the Pakistan Engineering Council (PEC) in Category C-4 or above for the year 2024-25.

• Hold valid PEC Project Codes: CE-01, CE-02, CE-09, CE-10, EE-02, and EE-11.

• Provide proof of eligibility and qualification as outlined in the Bidding Documents.

Bidding Process

1. Bidding Documents:
   Detailed tender documents, terms, and technical requirements are available for registered bidders on the EPADS (Electronic Procurement and Auction System) portal and the PPRA platform.

2. Bid Submission Deadline:
   Bids must be submitted electronically via EPADS by 4th June 2025 at 11:30 AM.
   A scanned copy of the bid security (Pay Order or CDR from the bidder’s own account) must be uploaded in PDF format, and the original must be submitted to the office of the Director (P&CA-I), CDA before the deadline.

3. Bid Opening:
   The technical proposals will be opened on the same day (4th June 2025) at 12:00 PM in the presence of the Procurement Committee and authorized representatives of the bidders.
   The session will take place at Room #29, Block-III, P&C Wing, CDA Secretariat, Sector G-7/4, Islamabad.

• The Grievance Redressal Committee (GRC), formed under Rule 48 of PPRA Rules, is notified on EPADS.
