The Project Management Unit of the Prisons Department Sindh invites sealed bids from well-reputed firms and constructors meeting the eligibility criteria for the following work, under the Single Stage – Two Envelope Procedure as per SPPRA Rules 2010 (amended):

Important Dates

• Issue of Tender Documents: From 23rd April 2025 to 19th May 2025 (during office hours)

• Submission of Bids: Up to 9:15 AM on 20th May 2025

• Opening of Technical Bids (First Attempt): 20th May 2025 at 10:15 AM

• Opening of Bids (Second Attempt if needed): 4th June 2025 at 10:15 AM

Instructions for Bidders

1. Tender documents are available at the office of the Project Director (PMU), Prisons Department Sindh, Karachi, against a non-refundable fee of Rs. 3,000/-.

2. Sealed bids must include the prescribed documents and a valid Bid Security (Pay Order or Call Deposit) in favor of the Project Director (PMU), Prisons Department Sindh Karachi.

3. In case of public holidays or unforeseen closure on the bid opening date, the tenders will be received and opened on the next working day.

Eligibility Criteria

Bidders must fulfill the following mandatory requirements:

• Valid Pakistan Engineering Council (PEC) registration (C-6 Category) with relevant specialization codes, valid up to June 2025 or beyond.

• Valid Electrical License issued by the Government of Sindh.

• Experience of at least one similar project completed in jail premises (minimum 80% of estimated cost) OR two projects (minimum 50% each), with completion certificates.

• Bio-data of engineering and technical staff.

• Financial turnover equivalent to the estimated project cost during the last three years.

• Annual audited financial statements for the last three years from an ICAP-registered audit firm or an "A Category" firm from the State Bank of Pakistan panel.

• List of machinery and equipment with proof of ownership or rental agreements.

• Certificate from a bank confirming creditworthiness (at least 15% of estimated project cost) along with separate bank statements for the last three fiscal years.

• Valid Income Tax (NTN) registration with active status.

• Annual income tax returns for the last three years.

• Valid Sindh Revenue Board (SRB) Registration with active status.

• Numbered and stamped technical proposal pages, signed by the firm’s CEO/owner.

Bidding Procedure

• Procurement Method: Single Stage – Two Envelope Procedure.

• Technical Proposal and Financial Proposal: Must be submitted in separate sealed envelopes, clearly marked.

• Evaluation: Based on a Pass/Fail system. Firms failing any criteria will not be technically qualified.

• Opening of Technical Proposals: Only Technical Proposals will be opened on the specified date. Financial Proposals of technically qualified firms will be opened later, after written communication. Financial Proposals of non-qualified firms will be returned unopened.

Other Important Points

• Joint ventures are not allowed.

• Fresh affidavits must be provided confirming the authenticity of documents and absence of litigation or blacklisting history.

• Authorized representatives must attend openings with an authority letter and CNIC copy.

• Firms must submit full particulars of owners/directors, along with Power of Attorney, if applicable.

• Bid validity period: 90 days from the date of opening.

Rejection of Bids

Bids will be rejected if:

• Submitted without the required Bid Security.

• Received after the deadline.

• Submitted with conditions or via electronic/telegraphic means.

The Procuring Agency reserves the right to accept or reject any or all bids in accordance with SPPRA Rules 2010 (amended).
