NOTICE INVITING TENDERS

The Government of Sindh, through the Program Management Unit (PMU) of the Accelerated Action Plan (AAP) for Reduction of Stunting and Malnutrition in the Fisheries Sector, invites sealed bids from Community-Based Organizations (CBOs) and Non-Governmental Organizations (NGOs) for the fiscal year 2025–26.

These organizations must specialize in Social Mobilization in the field of Fisheries/Aquaculture.

Tender Details

Title: Procurement/Hiring of Services of Social Mobilizers for:

• Sustaining Village-Based Organizations (VBOs) and Community Fish Ponds under AAP

• Conducting social mobilization for designated public water areas of Sindh where fish seed will be stocked

Tender Fee: PKR 2,000 (Non-refundable)

Eligibility Criteria

Interested organizations must meet the following requirements:

1. Must be a registered CBO/NGO working in social mobilization, preferably in fisheries or aquaculture.

2. Must have valid registration with:

   • Income Tax & General Sales Tax (FBR)

   • Societies Act / Social Welfare Department, Government of Sindh (or equivalent authority)

3. Must have valid permission or clearance from the relevant Sindh government department to operate in the province.

4. Must have at least six months of experience working with the Fisheries Sector, Government of Sindh.

5. Must provide a Bid Security of 5% of the total bid amount in the form of Call Deposit/Pay Order/Demand Draft in favor of the Program Coordinator, AAP (Fisheries Sector).

6. Must not be blacklisted by any government authority or under investigation by any provincial/federal agency.

Bidding Process

• Procedure: Single Stage – Two Envelope (Technical Proposal & Financial Proposal) as per SPPRA Rules.

• Rates: Must include all applicable government taxes.

• Currency: Pakistani Rupees only.

• Taxes: Will be deducted as per government rules.

• The Procuring Agency reserves the right to reject any or all bids as per SPPRA Rules 2010.

Project Duration

• Work must be completed by 30 June 2026.

• Extension for the next year may be granted based on performance, with an escalation of 10% on the approved bid amount.

• Last Date for Submission: 11 September 2025 (before 12:00 noon)
