The Northern Areas Transport Corporation (NATCO) invites sealed proposals from eligible and reputable vendors/firms for the provision and development of a modular and scalable Management Information System (MIS).

1. Scope of Work

• Project: Provision/Development of Management Information System (MIS)

• Bid Security: 3% of the total bid value (in the form of a Call Deposit)

• Pre-Bid Meeting: 18 August 2025 at 11:00 AM — Venue: NATCO South Office, Islamabad

• Submission Deadline: 1 September 2025 at 1:00 PM

• Bid Opening: 1 September 2025 at 1:30 PM — Venue: NATCO South Office, Islamabad

2. Obtaining Tender Documents

• Detailed tender documents can be obtained from:

  • Manager (Admin), NATCO Head Office, Gilgit

  • General Manager (South), NATCO Islamabad

• Fee: Rs. 10,000/- (non-refundable)

• Payment Method: Deposit in NATCO’s official account:
  PK36ALFH0119001003485687 – NATCO (No cash payments accepted)

• Vendors downloading documents from NATCO’s website must also deposit this amount and attach the payment receipt with their Technical Proposal.

3. General Terms & Conditions

1. Earnest Money:

   • A Call Deposit from any scheduled bank, in favour of the General Manager (South), NATCO, must be submitted with the Technical Proposal.

   • It must not be included with the Financial Proposal — doing so will result in immediate disqualification.

2. Bidding Procedure:

   • Single-stage, two-envelope system.

   • Evaluation criteria: 70% Technical Proposal + 30% Financial Proposal.

   • Only firms scoring at least 60% in the technical evaluation will have their financial proposals opened.

3. Proposal Submission & Opening:

   • Submit proposals by the date, time, and venue specified above.

   • Bids will be opened on the same day in the presence of bidders or their authorized representatives.

4. Eligibility Requirements:

   • Valid company registration (to be verified by NATCO if needed).

   • Active taxpayer status and valid NTN (attach proof and certificate with Technical Proposal).

   • Affidavit on Rs. 500/- stamp paper confirming the bidder has never been blacklisted by any government, semi-government, or PPRA/GBPPRA body.

5. Experience Requirements:

   • At least three completed projects involving software development or MIS implementation of similar complexity or scale.

   • Provide verifiable documents: supply orders, experience certificates, or other credible proof.

   • Bids without proof of experience will not be considered.

6. Financial Stability:

   • Provide bank statements or audited financial reports as specified in the bidding documents.

   • Lack of financial proof may lead to disqualification.

7. Rights Reserved:

   • NATCO reserves the right to accept or reject any bid in accordance with GBPPRA Rule-36(1).
