Tender Notice – Appointment of Legal Firm on Retainership Basis

National Insurance Company Limited (NICL), a Federal Government-owned entity under the administrative control of the Ministry of Commerce, invites electronic bids from suppliers registered on the E-PADS portal for the appointment of a Legal Advisor on Retainership Basis. The initial contract will be for one year, extendable up to two additional years by mutual agreement.

• Bid Submission Deadline: 21 August 2025 – 10:30 AM

• Technical Bid Opening: 21 August 2025 – 11:30 AM

Bidding Procedure

• The procurement will follow the Single Stage – Two Envelope procedure (Quality and Cost Based Evaluation).

• Technical and financial bids must be submitted electronically via E-PADS by the deadline above.

• Technical bids will be opened in the presence of the Bid Opening Committee and attending suppliers, either in person or online.

• Bidders wishing to attend in person may join the technical bid opening at:
  Conference Room, 3rd Floor (Left Wing), NICL Building, Abbasi Shaheed Road, Karachi

• For online participation, bidders may request a link by emailing procurement@nicl.com.pk before the scheduled opening time.

Clarifications

• Any queries or requests for clarification may be submitted via E-PADS by 18 August 2025 – 5:00 PM.

Eligibility Requirement

• The bidding firm must have an operational office in Karachi, Lahore, or Islamabad, along with other criteria mentioned in the bidding documents available on E-PADS.
