The National Electric Power Regulatory Authority (NEPRA) is responsible for setting and adjusting electricity tariffs in accordance with the NEPRA Act (XL of 1997) and government guidelines.

Every month, NEPRA reviews fuel cost variations and adjusts the tariff for Ex-WAPDA Distribution Companies (XWDISCOs) accordingly. These adjustments ensure that electricity prices reflect actual fuel costs incurred in power generation.

Summary of Request by CPPA-G

The Central Power Purchasing Agency (CPPA-G) has submitted data for July 2025, requesting an adjustment based on actual generation costs. The major energy sources and costs were as follows:

• Total energy generated: 14,123 GWh

• Net energy delivered to DISCOs: 13,666 GWh

• Major fuel sources:

  • Hydel: 40.13%

  • RLNG: 17.26%

  • Coal (local & imported): 18.71%

  • Nuclear: 9.95%

  • Gas: 7.74%

  • Others: Remaining share (wind, solar, RFO, etc.)

Based on these figures, CPPA-G has requested a decrease of Rs. 1.6911 per kWh compared to the current reference fuel charge of Rs. 9.8758/kWh.

Government Policy Guidelines

The Ministry of Energy (Power Division) has informed NEPRA about decisions made by the Economic Coordination Committee (ECC) regarding Fuel Charge Adjustments (FCA):

1. FCA for XWDISCOs will also apply to K-Electric customers for a uniform tariff across Pakistan.

2. Any difference between XWDISCO and K-Electric FCA rates will be adjusted through subsidies or cross-subsidies.

3. The uniform FCA application will start from June 2025 FCA, charged in August 2025 bills.
