Public Auction Notice (2025–2026)

Municipal Corporation Rawalpindi invites sealed bids through open public auction for the collection rights of various revenue heads for the fiscal year 2025–2026 (from July 1, 2025 to June 30, 2026) in accordance with the Punjab Local Government (Auction of Collection Rights) Rules, 2016.

The auction will be held on May 29, 2025 (Thursday) at 9:30 AM at Jinnah Hall, Municipal Corporation Rawalpindi.

Important Terms and Conditions

1. Earnest Money:
   Interested bidders are required to deposit 10% of the approved reserve price as earnest money in the form of a Pay Order made in favor of Municipal Corporation Rawalpindi. This must be submitted at least one day before the auction date, along with a certified copy of a valid computerized national identity card (CNIC).

2. Eligibility to Participate:

   • Only registered individuals/firms for fiscal years 2024–2025 and 2025–2026 are eligible to bid in their relevant categories.

   • Unregistered bidders will not be allowed to participate.

3. Disqualification Criteria:

   • Defaulters of Municipal Corporation Rawalpindi or Local Government, blacklisted, bankrupt individuals/firms, or those legally disqualified from entering into contracts are not eligible to bid.

4. Adjustment and Refund of Earnest Money:

   • For successful bidders, 60% of the earnest money will be adjusted in the initial dues of the contract.

   • The remaining 40% will be refunded, without profit, upon the successful completion of the contract.

5. Post-Auction Requirements:

   • Within three days of receiving contract approval, the successful bidder must deposit 10% of the total bid amount into the Municipal Corporation Rawalpindi’s fund and complete the written contract agreement.

6. Taxes and Government Levies:

   • The awarded contract will be subject to all applicable government taxes including:

     • 10% Income Tax (for filers)

     • 20% Income Tax (for non-filers)

     • Punjab Sales Tax (PST)

     • Any other applicable levies as per Government of Punjab directives

7. Security Guarantee:

   • Before taking charge of the contract, the successful bidder must provide a bank guarantee equivalent to the full contract amount in favor of the Municipal Corporation Rawalpindi.

8. Authority’s Rights:

   • The Administrator or Authorized Officer reserves the right to approve or reject any bid.

   • If there is any change in the official fee schedule, the contract amount will be adjusted accordingly.
