Notice Inviting Bids (Through E-PADS)

Single Stage – Single Envelope Procedure

The Communication & Works Department, Highway Division-II Peshawar, invites electronic bids through the E-PADS system from eligible and experienced contractors/firms. Bidding will be conducted in accordance with the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Rules 2014 under the Single Stage – Single Envelope Procedure.

Details of Works

The following projects under the Annual Development Programme (ADP No. 1499/220939 for 2024–25) are being tendered for construction and improvement of roads in merged areas:

Schedule for Bid Submission and Opening

• For Works at Sr. No. 1 to 3:

  • Submission & Opening Date: Thursday, 12th June 2025, at 12:30 PM

• For Work at Sr. No. 4:

  • Submission & Opening Date: Wednesday, 11th June 2025, at 12:30 PM

• Venue: Office of the Executive Engineer, C&W Highway Division-II, Plot No. 32, adjacent to NADRA Office, Phase-V, Hayatabad, Peshawar.

Instructions to Bidders

1. Bidding Documents: Complete bid solicitation documents and instructions can be obtained from the office of the undersigned on any working day before the deadline for bid submission.

2. Eligibility Requirements:

   • Valid PEC License (2024–25) in the required category and code.

   • Active status with the Federal Board of Revenue (FBR).

   • Active registration with the Khyber Pakhtunkhwa Revenue Authority (KPRA).

   • Enlistment with the C&W Department for the current financial year.

3. Bid Security:

   • Must be in the form of a Call Deposit Receipt (CDR).

   • The CDR must include the bank name, CDR number(s), and date(s), and be submitted electronically via the E-PADS system.

4. Tender Fee:

   • A non-refundable fee equivalent to 0.03% of the engineer’s estimated cost must be submitted via CDR.

5. KPRA Registration:

   • All participating bidders must be registered under the Khyber Pakhtunkhwa Finance Act, 2013 (Act No. XXI of 2013).

6. Procurement Rules:

   • The bidding will proceed under KPPRA S.R.O. (14)/Vol:1-24/2021-22 dated 10th May 2022.
