Invitation for International Bids – Procurement of White Refined Sugar

The Trading Corporation of Pakistan (TCP), a government-owned commercial organization operating under the Ministry of Commerce, invites sealed international bids from reputable suppliers and manufacturers of white refined sugar. Bidders may participate directly or through authorized local representatives who are registered with federal and/or provincial tax authorities.

This tender involves the import of:

• 100,000 MT (±5%) White Refined Sugar (Bagged Cargo) on CFR Karachi basis (Break Bulk)

• 50,000 MT (±5%) White Refined Sugar (Bagged Cargo) on DPU TCP Pipri Godown basis (Containers only)

• Standard: PSQCA Standards & Import Policy Order in force

• HS Code: 1701.99

• Grades:

  • Small (Fine) – Grain size: 0.60–1.00 mm; Retained ≥70% on 0.60 mm sieve

  • Medium – Grain size: 1.00–1.70 mm; Retained ≥70% on 1.00 mm sieve

• Minimum Offer Quantity: 25,000 MT for each mode (CFR Break Bulk or DPU Containers)

Key Notes

• Deliveries must reach designated ports or storage facilities in Pakistan as per shipment schedule provided in the tender documents.

• Bids must remain valid for 80 hours from submission time.

• Opening of Bids: August 11, 2025, at 1:00 PM (TCP Board Room, Karachi) in presence of bidders or their authorized representatives.

Eligibility

• Firms that previously failed to fulfill TCP contracts will be ineligible unless they have cleared all dues and penalties before the opening date.

• Firms currently under blacklisting proceedings by TCP are not eligible.

TCP reserves the right to accept, reject, split, increase, or decrease the tender quantity as allowed under PPRA Rules 2004.
