Subject: Hiring of Third-Party Technical Consultant
Project: Review and Validation of Bankable Feasibility Study for Conversion of 660 MW Jamshoro Power Plant from Imported Coal to Thar Lignite

1. Invitation Overview

Jamshoro Power Company Limited (JPCL) invites proposals from national and international consulting firms or technical experts for the review and validation of technical aspects and cost estimates of the Bankable Feasibility Study related to the conversion of the 660 MW Jamshoro Power Plant.

This contract is being offered under a time-based engagement model for a duration of 120 days (equivalent to four person-months).

2. Eligibility Criteria

Eligible applicants must demonstrate:

Proven expertise in technical consultancy for large-scale power or energy projects.
Relevant experience in feasibility validation, cost assessment, and energy infrastructure transition.
Compliance with all applicable rules under PPRA Rule 36(b), using Single Stage – Two Envelope Procedure.

3. Proposal Evaluation Method

Selection will be based on the Quality and Cost-Based Selection (QCBS) method to ensure engagement of the most advantageous proposer.

4. Estimated Cost

The consultancy will be awarded based on market-competitive rates.

5. RFP Document Fee

The RFP documents are available against a non-refundable fee of Rs. 5,000 (for hard copy only).

Opening of Proposals	Monday, 23 June 2025, at 12:00 Hrs (if a public holiday is announced, opening will be on the next working day)
Proposal Validity	Minimum 90 days from date of opening

7. Proposal Security

All proposers must submit a Proposal Security equal to 5% of their proposed price. This must be submitted as a Demand Draft, CDR, or Bank Guarantee enclosed with the financial proposal, and a copy of the security (with amount hidden) should be attached to the technical proposal.
