The Directorate General of Sports, Government of Khyber Pakhtunkhwa, invites qualified local and national service providers to submit technical and financial proposals through the E-Pak Acquisition and Disposal System (EPADS) for six (06) service packages under a one-year framework contract, in accordance with KPPRA Rules, 2014.

Service Packages

1. TA/DA Disbursement via secure electronic transfer mechanisms
   Eligible Firms: Financial service providers, fund disbursement companies, telecom companies

2. Production Services & Media Management (print, electronic, and social media)
   Eligible Firms: Production firms/companies

3. Sound & Light Services
   Eligible Firms: Event management firms

4. Venue Branding Services
   Eligible Firms: Advertising firms/agencies

5. Catering Services
   Eligible Firms: Catering/food service providers

6. Arrangement of Accommodation & Local Transport
   Eligible Firms: Hotels, guest houses, transport service providers, event managers

Key Terms & Requirements

• Bidders must be registered with KPRA, possess valid NTN and GST certificates, and be listed on the Active Taxpayer List (ATL).

• Where applicable, bidders must also provide a valid Registrar of Firms certificate (Form-H) or SECP registration.

• Procurement will follow the Single Stage – Two Envelope procedure as per Rule 14(2)(b) of KPPRA Rules, 2014.

• A non-refundable fee of Rs. 2,000/- applies for obtaining bidding documents, available from the Directorate General of Sports office during working hours or downloadable from:

  • EPADS Portal

  • Directorate Website

Submission Deadlines

• EPADS Submission: On or before 4 September 2025

• Hard Copy Submission: Same date, before 11:00 AM

  Note: Both hard and soft copies must be identical. In case of differences, the EPADS version will be considered final.

• Opening of Bids: 4 September 2025 at 11:30 AM in the Directorate’s Committee Room, in the presence of bidders or their authorized representatives.

• Late submissions will not be accepted.

Special Conditions

• Separate bids must be submitted for each package, with package-wise rates.

• No firm will be awarded more than two (02) packages to ensure fair competition.

• Bid Security:

  • Packages 1 & 6: Rs. 2,000,000/-

  • All other packages: Rs. 1,000,000/-
    Bid security must be in the form of a Call Deposit Receipt (CDR), separate for each package, payable to the Director General of Sports, Khyber Pakhtunkhwa.

• Pre-Bid Meeting: 26 August 2025 at 2:00 PM in the Committee Room of the Directorate General of Sports, Peshawar.

The Directorate reserves the right to accept or reject any or all bids under Rule 47 of the KPPRA Rules, 2014.
