Instructions for Bidders

1. Tender Documents can be downloaded from the HEC or PPRA websites (including PPRA-EPADS) after depositing the non-refundable fee of PKR 2,000 in HEC Account No. 17427900133401 (Habib Bank Ltd., SRC Branch, H-9 Islamabad). Proof of payment must be included with the bid.

2. Bid Submission: Both electronic submission through PPRA-EPADS and physical submission in sealed envelopes are mandatory. Bids not submitted in both formats will be rejected.

3. Bid Opening: Bids will be opened publicly at the specified time and location in the presence of authorized representatives of the bidders.

4. Compliance: Bids without proof of tender fee payment or original bid security will not be accepted.

5. Rights Reserved: HEC reserves the right to accept or reject any or all bids in accordance with PPRA Rules.

6. Contingency: If the submission/opening date falls on a public holiday, the process will take place on the next working day at the same time.
