The Ministry of Information Technology & Telecommunication (MoITT) has received financing from the World Bank for the Digital Economy Enhancement Project (DEEP). Part of these funds will be used to hire a qualified Consultancy Firm to develop the Digital Citizen Services Platform, published on the World Bank’s external site as “Provisioning of Super App & Web Portal Framework.”

Scope of Services

The selected consulting firm will design and deliver a unified Super App and Web Portal Framework to provide secure, efficient, and user-friendly access to government digital services. Detailed Terms of Reference (TORs) can be downloaded at:

Selection Method

• The procurement will follow the Quality and Cost Based Selection (QCBS) method in line with the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).

• Firms should review Sections III, Paragraphs 3.14, 3.16, and 3.17 of the regulations regarding conflict of interest.

A virtual information session will be held to guide interested firms about the TORs and procurement process:

• Interested firms can request the meeting link by emailing deep.info@nitb.gov.pk between 13 August and 20 August 2025 (during business hours).

Submission of Expression of Interest

• Deadline: 28 August 2025, 3:00 PM (PST)

• EOIs may be submitted in person, by courier, or electronically.

• Electronic submissions will be acknowledged by the Program Office via email. If no confirmation is received, firms should contact the office below.
