The Ministry of Information Technology & Telecommunication (MoITT) has received financing from the World Bank for the Digital Economy Enhancement Project (DEEP). Part of these funds will be used to hire a qualified Consultancy Firm to develop the Digital Citizen Services Platform, published on the World Bank’s external site as “Provisioning of Super App & Web Portal Framework.”
Scope of Services
The selected consulting firm will design and deliver a unified Super App and Web Portal Framework to provide secure, efficient, and user-friendly access to government digital services. Detailed Terms of Reference (TORs) can be downloaded at:

Selection Method

The procurement will follow the Quality and Cost Based Selection (QCBS) method in line with the World Bank’s Procurement Regulations for IPF Borrowers (September 2023).

Firms should review Sections III, Paragraphs 3.14, 3.16, and 3.17 of the regulations regarding conflict of interest.
