China Power Hub Generation Company (CPHGC) invites reputable coal suppliers and traders to participate in the prequalification process for the supply of coal on a spot purchase basis. This process will follow open bidding in line with NEPRA guidelines.

1. About the Project

CPHGC operates a 2×660MW Coal-Fired Power Plant located in Hub, Tehsil Gaddani, District Lasbella, Balochistan, Pakistan.

We are seeking qualified local coal suppliers to provide coal on a spot purchase basis. Interested parties are invited to submit proposals in accordance with the Request for Prequalification (RFPQ) document.

2. Bidding Information

• Project Name: Prequalification of Coal Suppliers/Traders for Procurement of Coal on Spot Basis

• Location: Hub, Tehsil Gaddani, District Lasbella, Balochistan, Pakistan

• Power Plant: 2×660MW Coal-Fired

• Coal Origin: Any coal available on a spot basis that meets the RFPQ requirements

• Payment: In Pakistani Rupees (PKR)

3. Minimum Qualification Requirements

Bidders must meet the following criteria:

1. Registration:

   • Must be registered in Pakistan

   • Must have a registered office or branch in Pakistan

2. Supply Capacity:

   • Ability to supply at least 5,000 tons of coal within one month to the project site

3. Experience:

   • Minimum 2 years in commodity trading

4. Financial Strength:

   • Registered capital of more than PKR 5 million

   • Provide audited financial statements for the last 2 years OR

     • Bank reference letter with 2 years of bank statements in the company’s name / AOP / Sole Proprietor

5. Other Requirements:

   • As specified in the RFPQ document

   • For consortiums, a lead applicant must be appointed via Power of Attorney

4. Bidding Procedure

• RFPQ Purchase Period: 15 August 2025 – 22 August 2025

• Bid Submission Deadline: 25 August 2025 at 12:00 PM (PST)

• RFPQ Price: PKR 25,000 (non-refundable)
