TENDER NOTICE – UPGRADATION OF WEBINAR ROOM AND STUDIO AT ACADEMY

The Punjab Judicial Academy (PJA) invites electronic bids through the e-Pak Acquisition and Disposal System (EPADS) at www.punjab.eprocure.gov.pk under the Punjab Procurement Rules, 2014, for the upgradation of the Webinar Room and Studio at the Academy.

Bids are invited from reputable, financially sound firms, manufacturers, and general order suppliers with relevant experience in the field. Firms must be registered with the Income Tax, General Sales Tax, and Punjab Sales Tax Departments, possess a valid Professional Tax Certificate for FY 2025–26, and be registered on the EPADS portal of the Punjab Revenue Authority (PRA).

The bidding will follow the Single Stage – Two Envelope Procedure as per Rule 38(2)(a) of the Punjab Procurement Rules, 2014.

Instructions for Bidders

1. Bid Security:

   • Each electronic bid must include a scanned copy of the Bid Security equal to 5% of the estimated amount, in the name of “Judicial Training Fund, PJA”.

   • Acceptable forms include CDR, Bank Guarantee, Demand Draft, or Pay Order.

   • The original bid security instrument must be delivered physically to the PJA office before the bid submission deadline.

   • Bids without valid bid security or received after the deadline will be rejected.

   • The issuing bank must also send a scanned copy of the bid security to admin@pja.gov.pk

2. Submission and Opening Schedule:

   • Bid Submission Deadline: 29th October 2025, 11:30 AM

   • Bid Opening Date: 29th October 2025, 12:00 PM

   • Pre-Bid Meeting: Not applicable

   • Bids must be submitted online only through the EPADS system. Manual submissions will not be entertained.

3. Bidding Documents:

   • Available immediately after the publication of this notice.

   • Can be downloaded from PJA, EPADS, or PPRA Punjab websites.

   • PJA shall not bear any cost incurred by bidders for bid preparation or submission.

   • In case of a public holiday on the submission date, the next working day will be treated as the closing date.

4. Pricing & Evaluation:

   • Bidders must quote rates for every item within the lot/package; omission of any item will render the bid non-responsive.

   • The lowest evaluated bidder will be determined based on the cumulative quoted rates of the full package.

   • All quoted prices must be inclusive of GST/PST and remain valid for 180 days.

5. Performance Guarantee & Delivery:

   • The successful bidder will be required to deposit 10% of the contract value as a Performance Guarantee in the form of CDR, Bank Guarantee, or Pay Order.

   • The guarantee will be refunded upon successful completion of all contractual obligations.

   • Delivery timelines shall be as specified in the purchase order.

6. General Terms:

   • The response time will be calculated as per Rule 14(3) of PPR 2014, starting from the publication date of this notice.

   • In accordance with Rule 35 of PPR 2014, the procuring agency reserves the right to accept or reject any or all bids prior to award.
