The Punjab Prisons Department invites E-Tenders (Lot No. II & III) for the supply of edible items on a “Jail Gate Delivery” basis for the financial year 2025–2026.
These supplies are required for the prisons located in Sahiwal Region, including Central Jail Sahiwal, High Security Prison Sahiwal, District Jail Okara, and District Jail Pakpattan.

Eligible contractors, firms, and suppliers registered with Sales Tax, Income Tax Authorities, and also enlisted with Punjab e-Procurement System (e-PADS) are invited to participate.

Tender Procedure

Mode: Online E-Procurement through Punjab e-PADS (punjab.eprocure.gov.pk)
Submission Deadline: October 30, 2025, at 11:30 AM
Technical Bid Opening: October 30, 2025, at 12:00 PM
Bid Validity: 90 days from opening date

Bidders must upload both Technical and Financial Proposals along with:

Relevant supporting documents
Original Call Deposit Receipts (CDRs) for bid security (as per item details)
Bank statements for the last 3 years
Work orders of similar past projects (for the last 3 years)
NTN, Sales Tax Registration, CNIC, and any other required documents

Incomplete, unclear, or illegible documents will result in rejection of the bid.

Bid Security (CDR) Submission

Each item requires a separate original CDR in the name of the Inspector General of Prisons, Punjab, issued by a scheduled bank.
The original CDRs must be submitted before the tender closing time at the office of the Inspector General of Prisons, Sahiwal Region.
Failure to submit CDRs on time will lead to technical disqualification.
CDRs of successful and second-highest bidders will be retained until the issuance of the contract approval letter.

Eligibility and Conditions

All supplies must strictly comply with the Pakistan Pure Food Rules, 1965 (amended 2011) and the Punjab Pure Food Regulations, 2018.
Firms blacklisted by PPRA or the Prisons Department will not be considered.
The successful bidder must provide a Performance Guarantee equal to 5% of the total contract value in the form of a CDR, as per PPRA Rule 56.
The approved firm must sign a formal agreement within seven (7) days of contract award.
- Failure to sign within this period will result in cancellation of the offer and forfeiture of bid security.
The rates for vegetables (potatoes, onions, garlic, etc.) will be approved on the wholesale market rates, verified daily by the respective Superintendents of Jails through their local Market Committees and the Punjab Price App, subject to a 5% deduction.
If no contractor participates for High Security Prison Sahiwal, the successful bidder for Central Jail Sahiwal will be bound to supply edible items to the High Security Prison as well, at the approved rates.
The competent authority reserves the right to amend any condition or reject any or all bids in the public interest, in accordance with PPRA Rules.
