The Board of Intermediate and Secondary Education (BISE), Bahawalpur invites e-bids from Sales Tax, Income Tax, and Professional Tax registered firms through the Punjab Procurement Regulatory Authority (PPRA) e-Procurement System (EPADS) for the purchase of cloth bags for official use.

Instructions for Bidders

1. Mode of Submission:
   All bids must be submitted electronically through EPADS before the closing date and time mentioned above. Hard copies or manual submissions will not be accepted.

2. Bid Security:
   A Bid Security equivalent to 2% of the estimated cost (PKR 11,000,000) must be submitted in the form of a Bank Guarantee or Call Deposit Receipt (CDR) issued in favor of the Secretary, Board of Intermediate and Secondary Education, Bahawalpur (Account No. CMT235771153BISE, Branch Code 10704).
   The original bid security document must be deposited at the office of the Secretary, BISE Bahawalpur no later than 11:00 AM on 29-10-2025.

3. Eligibility:
   Only firms registered on EPADS and compliant with Sales Tax, Income Tax, and Professional Tax regulations are eligible to participate.

4. Bidding Procedure:
   The tender will be conducted under the Single Stage – Two Envelope bidding process as per PPRA Rules.

   • Technical bids will be opened first on 29-10-2025 at 12:00 PM in the presence of interested bidders who wish to attend.

   • Financial bids of technically qualified firms will be opened later as per the prescribed schedule.

5. Specifications and Terms:
   Detailed specifications, quantities, and conditions are provided in the tender documents available on the official EPADS portal and the BISE Bahawalpur website.
   All quoted rates must be inclusive of all applicable taxes (Sales Tax, Income Tax, etc.).

6. Document Requirements:

   • All pages of the bidding documents must be signed and stamped by the authorized representative of the firm.

   • Unsigned or incomplete bids may lead to disqualification or rejection.

7. General Conditions:

   • The procuring agency reserves the right to reject any or all bids as per PPRA rules.

   • Late, conditional, or vague bids will not be entertained.

   • Firms are advised to read all tender instructions carefully before submission.
