INVITATION TO BIDS

The Evacuee Trust Property Board (ETPB) invites sealed bids under the Single Stage, One Envelope Procedure from eligible firms licensed by the Pakistan Engineering Council (PEC) in category C-6, valid for the year 2025–26, for the following works:

Instructions to Bidders

1. Purchase of Bidding Documents:
   Interested and eligible firms may obtain a complete set of bidding documents from the office of the undersigned during working hours by 28 October 2025, upon written request on the firm’s letterhead.
   The application must include:

   • Attested copy of CNIC
   • Active Taxpayer List (ATL) certificate from FBR
   • Valid PEC license
     A non-refundable tender fee (as mentioned below) will apply. Documents will be issued to firm proprietors or their legally authorized representatives with a valid power of attorney.

2. Bid Submission and Opening:

   • All bids must be accompanied by a Bid Security (Call Deposit Receipt) issued by any scheduled bank of Pakistan, in the firm’s name, favoring ETP Board, Lahore.
   • Sealed bids should be submitted in the tender box at the address below no later than 2:00 PM on 29 October 2025.
   • Bids will be opened the same day at 2:30 PM in the presence of bidders or their representatives who choose to attend.

3. Important Conditions:

   • Bidding documents will not be sold after the closing date and will not be issued through post or email.
   • In case of a public holiday, bid opening will take place on the next working day.
   • If the bid of the successful bidder is found significantly below the detailed estimate, the bidder will be required to furnish additional performance security equal to the difference between the estimated cost and the bid amount, in the form of a bank guarantee or insurance bond from an AA-rated institution.
   • The department reserves the right to reject any or all bids under Clause 33(1) of the Public Procurement Rules, 2004.
   • Any bidder submitting false or misleading information will face disqualification and legal action as per law.
   • Queries regarding tender terms or procedures may be addressed to the office of the undersigned during working hours.
