Tender Notice

Procurement of Title Covers for Primers, Jackets, Textbooks, Tarjuma-tul-Quran-ul-Majeed, Tajweedi Qaida/Paras of the Holy Quran, etc. for the Academic Session 2026–27

The Government of Punjab has directed all public offices, departments, and autonomous bodies to adopt e-Procurement for all procurements from July 1, 2024, as per official letter No. SO(I&C-1)5-4/2024 dated May 9, 2024.

In line with these instructions, PECTAA invites online bids from reputed and experienced printers, publishers, firms, companies, joint ventures, consortiums, associations of persons, or sole proprietors registered with Income Tax and Sales Tax departments for the printing, lamination, and supply of Title Covers for Primers, Jackets, Textbooks, Tarjuma-tul-Quran-ul-Majeed, Tajweedi Qaida/Paras of the Holy Quran, and other educational materials for the Academic Session 2026–27.

The procurement will be carried out in accordance with the Single Stage – Two Envelope competitive bidding procedure under the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014 (amended).

Submission and Opening Schedule

• Last Date & Time for Submission: Monday, 20 October 2025, by 10:30 a.m.

• Date & Time for Opening of Bids: Monday, 20 October 2025, at 11:00 a.m.

Important Instructions

1. Categories of Title Covers:
   The required title covers are divided into two categories:

   • Category A: For Tajweedi Qaida/Paras of the Holy Quran and Tarjuma-tul-Quran-ul-Majeed.

   • Category B: For all other textbooks and materials.
     As per constitutional provisions, non-Muslims (as defined in Article 260 of the Constitution of Pakistan) shall not be associated with the printing and lamination of covers under Category A.

2. Submission Method:

   • Bids shall be submitted only through the e-Pak Acquisition & Disposal System (EPADS).

   • Bids submitted through any other medium will not be accepted.

   • Bidders must submit both Technical and Financial Bids online through EPADS, along with the prescribed bid security.

3. Physical Submission (Supporting Documents):

   • A sealed copy of the Technical Bid, Coated Bleached Board samples, and original bid security (2% of the estimated cost) in the form of a Call Deposit Receipt, Demand Draft, or Pay Order in favor of PECTAA must be submitted at the PECTAA Office, 21/E-II, Gulberg-III, Lahore.

   • Late submissions will not be entertained.

   • In case of any discrepancies, the documents uploaded on EPADS shall take precedence.

4. Evaluation Process:

   • Technical Bids will be opened first in the presence of bidders or their representatives who wish to attend.

   • Evaluation will be carried out as per the technical criteria mentioned in the Bidding Document.

   • Financial Bids of technically qualified bidders will be opened later, at a date and time notified separately.

5. Material Quality and Supply:

   • The bidder shall ensure the use of high-quality Coated Bleached Board, inks, glue, and other materials as per approved specifications.

   • Quoted rates must include the cost of materials, printing, lamination, and delivery to the designated PECTAA warehouse in Lahore.

6. Other Conditions:

   • If the submission date falls on an official holiday, the next working day will be treated as the final submission date.

   • The bid shall remain valid for 90 days from the date of opening of the Technical Bid.

   • Bidders are responsible for ensuring timely upload and submission through EPADS. PECTAA will not bear any responsibility for technical or uploading issues.

   • PECTAA will not reimburse any costs associated with the preparation or submission of bids.
