INVITATION FOR BIDS

The Water and Sanitation Agency, Lahore (WASA), working under the Punjab Water and Sanitation Authority, invites E-Bids (in PDF format) from qualified Contractors, Firms, Manufacturers, or Authorized Dealers for the project titled:

“Improvement of Water Supply and Sewerage System in Ward-05, Walton Cantonment Board, Lahore.”

Bidders must be registered on the e-Pak Acquisition and Disposal System (e-PADS) and possess a valid PEC license in Category C-3 or above, with relevant specialization codes CE-09, CE-10, and ME-06. They must also be registered with FBR and PRA and hold valid NTN and PNTN numbers.

• Estimated Project Cost: PKR 204,607,913
  (as per T.S. No. DMD (O&M)/4881-84 dated 01.10.2025)
• Bid Security: PKR 6,139,000 (3% of the estimated cost), in the form of a CDR or Bank Guarantee issued by a scheduled bank in favor of the Executive Engineer (O&M-I), WASA Lahore.
• Bidding Procedure: Single Stage – Two Envelope (Technical and Financial)
• Bid Validity: 120 days

Instructions for Bidders

1. All bids must be submitted online through e-PADS at [punjab.cprocure.gov.pk]. No tender submitted by post or telegram will be accepted.
2. Conditional bids or incomplete submissions will not be entertained.
3. Tender rates must be written in both figures and words, and bidders must quote item-wise rates as per the DNIT/BOQ. Quoting a percentage on the total estimated cost is not allowed.
4. If the bid submission date falls on an official holiday, the next working day will be considered the deadline.
5. Any e-bid found corrupt, unreadable, or infected with a virus will be rejected.
6. WASA reserves the right to reject any or all bids under the Punjab Procurement Rules 2014 (Rule 35).
7. Bidders are advised to upload their bids well before the deadline to avoid last-minute server issues. WASA will not be responsible for any technical delays.
