The Punjab Highway Department invites sealed tenders from qualified and registered engineering firms or contractors for the project detailed below. Bidding will be conducted on an item-rate basis under the Punjab PPRA E-Tendering System, following all relevant and updated PPRA Rules.

Eligibility Criteria

1. Only contractors or firms registered with the Pakistan Engineering Council (PEC) in the relevant category and field are eligible to participate.
2. All interested firms must be registered on the Punjab PPRA E-Procurement Portal. Details and instructions for registration are available on the official Punjab PPRA website.
3. Each participating firm must upload earnest money in the form of a Call Deposit Receipt (CDR), amounting to 2% of the estimated or bid cost, in favor of the Executive Engineer, Highway Division Sheikhupura.
   • The CDR and quoted rates must be uploaded through the e-tendering portal at least one hour before the bid opening time.
   • The original CDR must be submitted to the Tender Opening Committee one hour before the bids are opened. Failure to do so will result in disqualification.

Bid Opening Procedure

After online submission, contractors are invited to attend the bid opening session at the Office of the Commissioner, Lahore Division, Lahore, on 29th October 2025 at 11:30 AM.
During the session, all bids will be retrieved electronically, and the successful bidder will be announced in the presence of the Tender Opening Committee.

Important Notes

• Submission of false or forged documents (such as fake CDRs or receipts) will result in immediate disqualification, blacklisting, and reporting to PPRA and PEC for further legal action.
• The procuring agency reserves the right to reject any or all bids at any stage before final acceptance, in accordance with PPRA Rule 35.
• No price variation will be accepted after submission.
