Procurement of Primers / Jackets / Textbooks for the Academic Session 2026–27

The Punjab Education Curriculum Training & Assessment Authority (PECTAA) invites bids from reputable printers, publishers, firms, companies, joint ventures, consortiums, AOPs, or sole proprietors for the printing, binding, and supply of Primers, Jackets, and Textbooks for the academic session 2026–27.

This procurement is being carried out in accordance with the directions of the Government of the Punjab, as per letter No. SO(I&C-1) 5-4/2024 dated May 9, 2024, which mandates e-procurement for all public offices and authorities in Punjab effective July 1, 2024.

The textbooks and related materials will be supplied as per the requirements of the following organizations:

• Programme Monitoring and Implementation Unit (PMIU) – Punjab Education Sector Reforms Programme (PESRP)

• Punjab Education Foundation (PEF)

• Punjab Education Initiative Management Authority (PEIMA)

Eligible bidders must be registered with the Income Tax and Sales Tax Departments, possess relevant experience in printing and publishing, and must not be blacklisted by any government agency.

The bidding will follow the Single Stage – Two Envelope procedure under the Punjab Procurement Regulatory Authority (PPRA) Rules, 2014 (as amended).

• Bid Submission Deadline: Monday, 20th October 2025, by 11:00 a.m.

• Bid Opening: Monday, 20th October 2025, at 11:30 a.m.

Important Instructions

1. Submission Method:
   Bids must be submitted electronically through the e-Pak Acquisition & Disposal System (EPADS).
   Any bid submitted by other means will not be accepted.

2. Physical Submission (Mandatory Documents):
   A sealed copy of the Technical Bid, along with paper samples and Bid Security @ 2% of the estimated cost, must be submitted physically in the tender box available at the PECTAA Office:
   21/E-II, Gulberg-III, Lahore.
   The bid security must be in the form of an original Call Deposit Receipt, Demand Draft, or Pay Order from any scheduled bank of Pakistan, made payable to PECTAA.

3. Bid Validity:
   All bids shall remain valid for 90 days from the date of opening of the Technical Bid.

4. Bid Evaluation:

   • The Technical Bids will be opened first in the presence of the bidders or their authorized representatives.

   • Bidders will be evaluated based on the technical criteria set in the Bidding Documents.

   • Only technically qualified bidders will have their Financial Bids opened at a later date, which will be communicated in advance.

5. Quality Requirements:
   Bidders must ensure the use of high-quality paper, ink, glue, and other materials as specified in the Bidding Documents.
   Prices quoted must be inclusive of all costs and applicable taxes, including delivery to designated warehouses of PECTAA, PMIU, PEF, PEIMA, and other related organizations in Lahore.

6. Special Note:
   In accordance with Article 260 of the Constitution of Pakistan, non-Muslims are not permitted to participate—either individually or as partners—in the printing or publication of Tarjuma-tul-Quran-ul-Majeed for Grades VI to X.

7. Other Conditions:

   • Late bids will not be accepted.

   • In case the submission date falls on a public holiday, the next working day will be considered the final submission date.

   • PECTAA will not bear any cost or responsibility related to the preparation or submission of bids.

   • In case of any discrepancies, the information uploaded on EPADS shall prevail.
