Important Instructions for Bidders

1. Mode of Bidding:
   The entire bidding process will be conducted online through EPADS of the Punjab Procurement Regulatory Authority (PPRA). Only registered bidders on the EPADS portal are eligible to participate.

2. Availability of Documents:
   The Request for Proposal (RFP) documents containing detailed terms, technical requirements, and conditions are available for registered bidders on the EPADS portal.

3. Bid Security:
   Each participating bidder must submit a Bid Security (2% of the estimated contract value) in the form of a Call Deposit Receipt (CDR), Bank Guarantee, Pay Order, or Bank Draft, made in favor of the Medical Superintendent, Services Hospital, Lahore.

   • The original CDR/Bank Guarantee must be physically submitted to the Tender Opening Committee in the Bio-Medical Engineer’s Office (Room #121, 1st Floor, New OPD Building) before or on the day of bid opening.

   • Failure to submit the original bid security in time will result in disqualification.

4. Bidding Procedure:
   The tender shall follow the Single Stage – Two Envelope procedure as per Rule 38(2)(a) of PPRA Rules, 2014 (amended). Both the Technical and Financial proposals must be uploaded on EPADS.

   • Bid Submission Deadline: 31-10-2025 at 11:00 AM

   • Technical Bid Opening: 31-10-2025 at 11:30 AM (on EPADS)

   • Manual submissions will not be accepted.

5. Company Profile Requirements:
   Bidders must upload a complete company profile along with the technical bid, including:

   • Technical and engineering capabilities

   • Managerial experience

   • After-sales service details (if applicable)

   • Previous experience and performance records

6. Taxation and Legal Compliance:
   All applicable government taxes will be charged as per the rules of the Government of Punjab.
   Submission of fake, forged, or misleading documents will result in immediate disqualification or blacklisting under the relevant PPRA rules.

7. Bid Opening and Attendance:
   The bidders or their authorized representatives are required to attend the bid opening session in the Bio-Medical Engineer’s Office, Room #121, New OPD Building, Services Hospital, Lahore.
   Authority letters must be provided at the time of bid opening.

8. General Conditions:

   • The procuring agency will not be responsible for any technical errors or internet failures during e-bidding.

   • Incomplete or unsigned bids will not be entertained.

   • All pages of the submitted bids must be properly signed and stamped.

   • The procuring agency reserves the right to reject any or all bids at any stage before acceptance, as per PPRA rules.

9. Compliance Reminder:
   Bidders are strongly advised to carefully read all instructions in the bidding documents and ensure full compliance with the checklist and table of contents before uploading bids on EPADS.
