The Pakistan Institute of Fashion & Design (PIFD), Lahore, chartered by the Government of Pakistan, invites sealed proposals under the Public Procurement Rules 2004, Rule 36(b) using the Single Stage – Two Envelope Procedure.

This tender is for the:

Procurement of Machinery and Equipment for the Ceramics & Glass Design Department

Instructions for Bidders:

1. Submission of Bids

   • Bids must be submitted in two separate sealed envelopes:

     • One clearly marked as “Technical Proposal”.

     • The other clearly marked as “Financial Proposal”.

   • Proposals must comply with PPRA rules and regulations.

2. Tender Fee

   • A non-refundable tender fee of Rs. 1,000/- is required.

   • This should be deposited online into:

     • Account Title: PIFD

     • Account No.: 50397000268851

     • Bank: Habib Bank Limited

   • Proof of payment must be attached with the Technical Proposal.

3. Tender Documents

   • Documents can be downloaded from the EPADS website (www.eprocure.gov.pk) or the PPRA website.

4. Submission Deadline

   • Bids must be submitted online through the EPADS system (www.eprocure.gov.pk)

   • A hard copy of the bid, prepared according to the bidding instructions, must also be submitted to the address below.

   • Deadline: 15th October 2025 at 11:00 AM.

   • Late submissions will not be entertained.

5. Bid Opening

   • Proposals will be opened on 15th October 2025 at 11:30 AM.

   • First, only the Technical Proposals will be opened.

   • The Financial Proposals of technically qualified firms will be opened later in the second stage.

   • If the date falls on a public holiday, proceedings will take place on the next working day.

6. Eligibility Restrictions

   • Firms blacklisted by PPRA or engaged in litigation with PIFD are not eligible to participate.

7. Right to Reject

   • PIFD reserves the right to reject any or all bids in accordance with PPRA rules.
