Invitation to Bid

The Lahore High Court, Lahore invites electronic bids (e-bids) from well-reputed and financially sound firms for the procurement and installation of 200 new smoke detectors and 2 new fire hydrants at various locations within the Court premises.

Eligible bidders must be registered with the Income Tax, Sales Tax, Professional Tax, Punjab Sales Tax Departments, and Punjab Revenue Authority (where applicable), and should also have prior relevant experience in this field.

Scope of Work:

The tender covers supply, installation, testing, and commissioning of:

• 200 Addressable Optical Smoke Detectors with standard detector bases (UK-made, PCS approved).

• Complete software programming for addressable integration.

• Testing and commissioning with smoke detector panels.

• Underground cabling and water pipeline work for fire hydrants.

• Installation of 2 fire hydrants with accessories, connections, and fittings.

The estimated cost of the project is Rs. 161,97,650/-, and the required bid security is 5% of the estimated cost (Rs. 7,69,883/-).

Key Instructions for Bidders:

1. Bidding Procedure:

   • Bidding will be carried out under the Single Stage – Two Envelopes Procedure, as per Rule 38(2)(a) of the Punjab Procurement Rules, 2014.

   • Rates must be inclusive of all applicable taxes (GST/PST) and valid for 180 days.

2. Submission of Bids:

   • Proposals must be submitted through the e-Pak Acquisition & Disposal System (EPADS) by 14th October 2025, 10:30 AM.

   • Bids will be opened the same day at 11:00 AM in the office of D&SJ (HR-DJ)/Senior Member of the Purchase Committee, Lahore High Court.

   • In case of a public holiday, the process will take place on the next working day.

3. Bid Security & Performance Guarantee:

   • Bidders must submit 5% bid security (of estimated cost) in the form of CDR/Bank Guarantee/Pay Order from a scheduled bank, in favour of the Registrar, Lahore High Court, Lahore.

   • This must be submitted in original at the Procurement Branch by 9:30 AM on the bid closing date.

   • The successful bidder will be required to provide a Performance Guarantee equal to 10% of the total contract value. This will be released upon successful completion of the contract.

4. Bidding Documents:

   • Available at the Lahore High Court website, PPRA website, and EPADS portal.

   • Additional information may be obtained from the Procurement Branch, Lahore High Court.

5. Authority’s Rights:

   • The Lahore High Court reserves the right to reject any or all bids in accordance with Punjab Procurement Rules, 2014.
