Invitation to Bid

Procurement of Summer and Winter Uniforms for Officials of Lahore High Court

The Lahore High Court, Lahore invites electronic bids (e-bids) from well-reputed and financially sound firms for the supply of summer and winter uniforms for Court officials.

Eligible bidders must be registered with Income Tax, Sales Tax, Professional Tax, Punjab Sales Tax Departments, and must have prior experience in the relevant field. Bidding will be conducted in accordance with the Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024.

Project Details:

• Description: Procurement of summer and winter uniforms for the officials of Lahore High Court (as per approved quality and samples).

• Estimated Cost: Rs. 23,760,350/-

• Bid Security (5%): Rs. 1,188,018/-

Instructions for Bidders:

1. Submission of Bids:

   • Proposals must be submitted electronically through the e-Pak Acquisition & Disposal System (EPADS) no later than 14th October 2025, 10:30 AM.

   • Bids will be opened the same day at 11:00 AM in the office of D&SJ (HR-DJ)/Senior Member of the Purchase Committee, Lahore High Court.

   • If the date falls on a public holiday, the bids will be opened on the next working day.

2. Bidding Procedure:

   • Bids shall be submitted under the Single Stage – Two Envelope Procedure (as per Rule 38(2)(a) of the Punjab Procurement Rules, 2014).

   • Rates must be inclusive of GST/PST and valid for 180 days from the date of opening.

3. Bid Security:

   • A 5% bid security (as mentioned above) must be submitted in the form of CDR/Bank Guarantee/Pay Order issued by a scheduled bank in favour of the Registrar, Lahore High Court, Lahore.

   • The bid security must be submitted in original at the Procurement Branch one hour before the bid submission deadline (by 9:30 AM on 14th October 2025).

   • The bid security of unsuccessful bidders will be refunded after finalization of the tender.

   • The successful bidder will also be required to deposit a Performance Guarantee equal to 10% of the Purchase Order value, refundable upon successful completion of the contract.

4. Bidding Documents:

   • Available on the PPRA website, the Lahore High Court website, and the EPADS portal.

   • Further information may be obtained from the Procurement Branch, Lahore High Court, Lahore.

5. Right to Reject:

   • The Lahore High Court reserves the right to reject any or all bids in accordance with the applicable rules and regulations.
