District Council Chakwal invites sealed bids through the E-Procurement Portal (E-PADS) from eligible and registered contractors for the fiscal year 2024–2025, based on Market Rate Schedule (MRS) – 1st Biannual 2025, valid from January 1 to June 30, 2025.

The bidding process will follow the Single Stage, Single Envelope procedure as per Punjab Procurement Rules, 2014. All interested firms are required to submit bids along with the appropriate bid security in the form of CDR/Pay Order from a scheduled bank in Punjab, in favor of District Council Chakwal.

Important Instructions for Bidders

  1. Bidding Documents
    Download detailed bidding documents free of charge from the E-PADS portal.

  2. Bid Submission

    • Submit your bid online via E-PADS by 11:00 AM on May 20, 2025.

    • Bids will be opened at 01:00 PM on the same day at the District Council Chakwal office in the presence of bidders or their authorized representatives.

  3. Bid Security

    • Upload a scanned copy of the Bid Security (CDR) on E-PADS.

    • Submit the original CDR in person to the undersigned office by 11:00 AM on the bid submission date.

    • Failure to submit the original CDR will result in disqualification.

  4. Additional Performance Security (if applicable)

    • If the lowest bid is 5% or more below the estimated cost, the bidder must submit additional performance security (5–10% of bid amount including the initial CDR) within 15 days of notice issuance.

    • This additional security will be refunded after successful completion and certification of the project.

  5. General Conditions

    • Bids must be item-wise, clear, and legible.

    • Incomplete, ambiguous, unsigned, or unstamped bids will be rejected.

    • If any document is found to be fake or forged, the firm will be disqualified and blacklisted.

    • Bidding documents are also available on the PPRA Punjab website.

    • The competent authority reserves the right to reject any or all bids prior to approval without assigning any reason, in line with PPRA Rules, Clause 35.

  6. Contract Award

    • The successful bidder must sign an agreement on government-prescribed stamp paper within seven days of receiving the acceptance letter to proceed with the issuance of the Work Order.
