Punjab Workers Welfare Fund invites bids from eligible engineering firms and contractors for the following scheme under the Single Stage–One Envelope procedure, as per Rule 38(2)(a) of the Punjab Procurement Rules, 2014 (amended). The work will be awarded on item rate basis, and participation is open to contractors registered on EPADS, with valid PEC licenses and active NTN and PNTN status.

Participation Guidelines

Contractor Registration:
Interested contractors must be registered on the EPADS platform maintained by the Punjab Procurement Regulatory Authority (PPRA). -
Bid Submission:
-
Bids must be submitted online through EPADS in both figures and words as per the BOQ available on the system.

Only properly signed and complete bids will be considered.
-
Conditional or incomplete bids will be rejected.

Financial Proposal:
Upload your financial proposal in PDF format as per Regulation 6(4) of the PPRA Regulations 2024. -
Bid Security:
-
A bank guarantee amounting to 5% of the estimated cost is required.
-
It must be issued by a scheduled bank in Pakistan in favor of the Director Works.
-
The bid security must remain valid for at least 30 days beyond the bid validity period.

Original bid security must be submitted in person to the undersigned no later than 19 May 2025, one day before the bid deadline.

Technical Requirements:
-
Valid registration certificates with FBR (for Income Tax) and PRA (Punjab Revenue Authority) are mandatory.
-
An affidavit on e-stamp paper, duly notarized, confirming the firm has not been blacklisted, must be submitted.

A recent bank statement, dated within 7 days of bid opening (i.e., no earlier than 13 May 2025), is required.
-
The bank balance must be at least 50% of the total project cost as of no later than 17 May 2025.

Important Notes:
-
No postal or telegraphic tenders will be accepted.
-
If the tender opening date falls on a public holiday, the bids will be opened on the next working day at the same time.

Corrupt, virus-infected, or unreadable files will be rejected under Regulation 8(4) of PPRA Regulations 2024.
-
All applicable taxes must be paid by the contractor at the time of payment release.
-
PPRA Rules 2014 (amended) will be strictly followed throughout the process.
