District Council Kasur invites electronic bids (E-Tenders) from eligible firms/contractors for the following development project under a single stage, one envelope procedure. Interested parties must be registered or renewed with the Pakistan Engineering Council (PEC) under the required category.

Tendering Instructions

1. E-Procurement Process:
   The bidding process will be conducted through the E-Pak Acquisition and Disposal System (EPADS), in line with PPRA Rules. Tender documents are available on both EPADS and PPRA Punjab websites.

2. Submission Format:
   Bidders must submit their proposals as PDF files uploaded on EPADS, duly signed and stamped by an authorized representative, as per Regulation 6(4) of the Punjab Procurement Regulations 2024.

3. Bid Security:
   Each bid must be accompanied by earnest money amounting to 3% of the estimated cost, submitted in the form of a Call Deposit Receipt (CDR) from a scheduled bank. The original CDR must be delivered to the District Officer (Infrastructure) along with a letterhead from the firm before the bid closing time, or else the online bid will not be considered.

4. Bid Deadline & Opening:

   • Submission Deadline: May 21, 2025, by 11:30 AM (via EPADS)

   • Opening Date & Time: May 21, 2025, at 2:30 PM (in Jinnah Hall, Kasur and via EPADS)

5. Price Schedule:
   The bid and price schedule must be submitted on the contractor’s letterhead and uploaded to EPADS. A hard copy of the financial instrument (earnest money) must also be submitted in addition to the soft copy upload.

6. Proposal Requirements:

   • No amendments, cuttings, or overwriting should exist in the uploaded bid.

   • Conditional or telephone-submitted bids and those without earnest money will not be entertained.

7. Bid Rejection Rights:
   The procuring agency reserves the right to reject all bids prior to acceptance, in accordance with Rule 35 of the Punjab Procurement Rules, 2014.

8. Typographical Disclaimer:
   In the event of any typographical errors, the original bid documents will be considered final.
