District Council Attock invites sealed electronic bids through the e-Pak Acquisition and Disposal System (e-PADS) from eligible contractors registered for the fiscal year 2024–2025. The applicable schedule of rates is MRS 1st Biannual 2025, valid from January 1, 2025, to June 30, 2025, for works within District Attock.
The bidding will be conducted under the Single Stage – Two Envelope procedure as per Punjab Procurement Rules 2014. All participating contractors must submit a valid Bid Security (in CDR or Pay Order form) from any scheduled bank in Punjab, made in favor of District Council Attock.

Bidding Documents
Detailed documents outlining the scope and terms of each project can be downloaded free of charge from the e-PADS portal. -
Submission Requirements
Bids must be submitted electronically via e-PADS no later than 11:30 AM on 21st May 2025. Bids will be opened the same day at 1:00 PM in the presence of those who choose to attend at the District Council Office, Attock. -
Bid Security
A scanned copy of the bid security must be uploaded to e-PADS, and the original CDR must be submitted in person at the District Council office by 10:00 AM on 21st May 2025. Failure to do so will result in rejection of the bid. -
Additional Performance Security
As per Punjab Local Government (Works) Rules 2017, if the lowest bid is 5% or more below the estimated cost, the bidder must provide additional performance security within 15 days of notification. This amount ranges from 5% to 10% depending on how much lower the bid is. The security will be refunded after completion of the work and issuance of the completion certificate by the engineering department. -
Bid Format
Bidders must submit item-wise rates. Incomplete, unclear, unsigned, or unstamped bids will be rejected. -
Right to Reject
The procuring agency reserves the right to reject all bids or proposals at any stage prior to acceptance, in accordance with Rule 35 of the PPRA Rules 2014. -
Agreement Formalities
Successful bidders must enter into an agreement on government-specified stamp paper within seven days of receiving the acceptance letter, prior to issuance of the work order. -
False Information
Submission of forged or fake documents will result in disqualification and blacklisting of the contractor/firm as per PPRA regulations.
