Metropolitan Corporation Lahore (MCL) invites eligible manufacturers to participate in the following project through the e-procurement system. The procurement will follow the Single Stage – Two Envelope procedure as defined under the Punjab Procurement Rules 2014, amended to date.

Eligibility Criteria

• Only manufacturers with at least 5 years of relevant experience are eligible.

• Bidders must have valid PEC registration (2024–25) in the relevant category.

• The following PEC specialization codes are required:
  CE-01, CE-09, CE-10, ME-06, EE-02, EE-03, EE-04, EE-05, EE-06, EE-10, EE-11(i), EE-11(vi).

Submission & Evaluation Process

1. Procurement Mode:
   This tender will be conducted via E-Procurement through EPADS. All technical and financial bids must be submitted digitally in PDF format.

2. Procedure:
   Bids will follow a Single Stage – Two Envelope method.

   • Technical Proposals will be opened first.

   • Financial bids of only technically qualified bidders will be considered.

   • Evaluation will be based on the Least Cost Method.

3. Bid Submission Deadline:

   • Bids must be uploaded on EPADS by 20-05-2025 at 10:30 AM.

   • The Technical Proposals will be opened the same day at 11:00 AM in Town Hall, Lahore.

4. Earnest Money Requirement:

   • Earnest money must be 3% of the estimated cost, in the form of a CDR or Bank Guarantee from a scheduled bank.

   • This must be submitted in hard copy on the bidder’s letterhead to the Metropolitan Officer (Infrastructure) before the closing time.

   • A scanned copy must also be uploaded with the e-bid. Bids submitted without earnest money will be rejected.

5. Document Requirements:

   • Bidding documents must include both Technical and Financial Proposals, properly signed and stamped.

   • Price schedules and security details must be on the manufacturer’s official letterhead.

   • No handwritten changes or alterations in the online bid will be accepted.

6. Additional Notes:

   • Incomplete or conditional bids, or those submitted without earnest money, will not be considered.

   • The procuring agency reserves the right to reject all bids prior to acceptance as per Rule 35 of Punjab Procurement Rules 2014.

   • In case of discrepancies, the original documents will take precedence over the notice.
