The Finance Department, Government of the Punjab, invites reputable and eligible companies, firms, and suppliers to submit their bids for the supply of I.T. equipment and air conditioners for official use during the financial year 2025–26.
Bidding will be carried out under Single Stage – Two Envelope procedure as per Punjab Procurement Rules (PPRA) 2014 (latest amendments). Bids must be submitted online through the E-Pak Acquisition and Disposal System (EPADS).

Eligibility & Requirements
All interested bidders must meet the following criteria and submit these documents with their Technical Bids:

Bid Security equal to 5% of the total estimated cost, in the form of a Bank Draft, Pay Order, or CDR, made out to Section Officer (E&A), Finance Department, Lahore.

An affidavit on stamp paper confirming that the company/firm has not been blacklisted, is not under litigation, and is not being proceeded against. This will remain valid until procurement is finalized.

Proof of financial soundness (Bank Certificate, Statement, or Balance Sheet).

Valid NTN/Income Tax and General Sales Tax registration.

Professional Tax Certificate.

Company Profile.

Valid proof of authorized dealership for the items mentioned.

Signed and stamped acceptance of all terms and conditions in the tender documents.
Additional Instructions

This procurement will strictly follow the Punjab Procurement Rules, 2014 (as amended).

The detailed specifications and terms of the agreement are provided in the bidding documents, which can be downloaded from the PPRA website or through EPADS.

Bidders must submit both Technical and Financial Bids (inclusive of all applicable taxes/duties) online through EPADS only.

The Finance Department reserves the right to reject any or all bids at any stage as per PPRA Rules. Upon request, the grounds for rejection will be shared with the bidder(s), though detailed justification is not required.

The successful bidder must provide a Performance Guarantee equal to 10% of the total contract amount.
