Package-wise Tender Details

Important Participation Guidelines

1. E-Procurement Only:
   This entire procurement process will be conducted exclusively through the EPADS platform of the Punjab Procurement Regulatory Authority. To participate, interested suppliers must register on EPADS at: https://punjab.eprocure.gov.pk.

2. Free Access to Documents:
   Registered suppliers can download the detailed bidding documents—which include specifications, requirements, and terms—free of cost from EPADS or the PPRA website: https://ppra.punjab.gov.pk.

3. Separate Bidding per Package:
   Suppliers may submit bids for one or more packages, but each package requires a separate proposal. The bidding will follow the Single Stage – Two Envelope procedure under Punjab Procurement Rules 2014 (amended).

4. Bid Submission Deadline:

   • All bids must be submitted online via EPADS by 11:00 AM on 09 August 2025.

   • The proposals will be opened the same day at 11:30 AM via EPADS in the presence of those bidders who wish to attend.

5. Bid Security Requirement:
   A bid security equal to 2% of the estimated cost must be included with each bid in the form of a CDR, Pay Order, Demand Draft, or Banker’s Cheque, issued by a scheduled bank in Pakistan. The original instrument should be submitted to the hospital office before the deadline.

6. Final Pricing Required:
   Bidders are expected to submit their best and final prices, which must include all applicable taxes, duties, and levies, as no negotiations will be held post-submission.

7. Mandatory Tax Compliance:

   • Valid tax registration certificates (NTN, Sales Tax, etc.) must be provided.

   • All applicable taxes will be deducted in accordance with government rules.
