Procurement of 11kV Metering Panel – Tender No. 1

High Security Prison, Sahiwal
Fiscal Year 2025–2026

The High Security Prison, Sahiwal, invites e-bids from eligible manufacturers, contractors, and suppliers registered with Income Tax, Sales Tax, and duly enrolled on EPADS and PPRA portals for the purchase of 11kV VCB Metering Panel, as per WAPDA-approved specifications. Details of the procurement are as follows:

 Key Instructions for Bidders

• Tender Documents: Complete specifications and conditions are provided in the tender documents, which are available through EPADS or PPRA websites.

• Bid Submission:
  E-Bids will be received via the E-Procurement system (EPADS) by 12 August 2025, 12:00 PM.
  Technical proposals will be opened on the same day at 12:30 PM.

• Bid Security Requirement:
  All bidders must submit a 2% bid security (PKR 88,000) in the form of a Call Deposit Receipt (CDR) before the tender opening time. This must be deposited physically in the office of the Superintendent, High Security Prison, Sahiwal.
  Failure to do so will result in immediate disqualification of the bid, regardless of its online submission.

• Registration Requirement:
  Bidders must be registered with the Punjab Procurement Regulatory Authority (PPRA) and have a valid EPADS account.
  Proposals must be submitted with all required documents and details. Incomplete, ambiguous, or illegible documents will not be entertained.

• Right to Reject:
  The Inspector General of Prisons, Punjab reserves the right to reject any or all bids under PPRA Rule 35 for valid reasons.

• Bid Validity:
  All submitted bids must remain valid for a minimum period of 90 days from the date of opening.

• Contract Agreement:
  The selected firm will be required to sign a detailed written contract within 7 days of approval.
  Failure to comply may result in cancellation of the award and forfeiture of the bid security.

• Performance Guarantee:
  The successful bidder must provide a 5% performance guarantee of the total contract value in the form of a Call Deposit, as per PPRA Rule 56.

• Taxation:
  All applicable taxes (Income Tax, Sales Tax, etc.) shall be borne by the supplier.
