Tender Notice (Framework Contracts) for the Year 2025–2026

Office of the Chief Traffic Officer, Gujranwala

The Chief Traffic Officer, Gujranwala invites sealed bids under framework contracts from well-reputed, experienced, and financially sound firms for the supply of various goods and services for the financial year 2025–2026 (up to 30th June 2026). Bidders must be registered with Income Tax, Sales Tax, and Punjab Sales Tax authorities.

Procurement will be carried out in accordance with the Punjab Procurement Rules, 2014 (updated to date). Details are as follows:

 Bidding Guidelines

1. Submission Method:
   Bids must be submitted via e-PADS, along with a printed financial instrument (hard copy of bid security) before the deadline of 15th August 2025 at 10:30 AM. Bidders must mark attendance at 10:00 AM and drop their sealed bids in the Tender Box at the Accounts Branch.

2. Bid Opening:
   Bids will be opened on the same day (15-08-2025) at 11:00 AM in the presence of bidders’ representatives at the office of the Chief Traffic Officer, Gujranwala.

3. Bidding Procedure:
   The process will follow the Single Stage – One Envelope method under Open Competitive Bidding per PPRA Rules.

4. Document Access:
   Bidding documents are available free of cost on e-PADS and the official PPRA website. Further queries can be directed to the Procurement Officer, Chief Traffic Officer Gujranwala.

5. Bid Security:
   A 2% earnest money of the estimated cost for each category is required, submitted in the form of CDR, Demand Draft, or Banker’s Cheque from a scheduled bank in Pakistan.

6. Tax & Legal Requirements:
   All quoted rates must be inclusive of GST/PST and remain valid until 30-06-2026. Bidders must provide:

   • Valid NTN, Sales Tax, and Punjab Sales Tax registration

   • Professional Tax Certificate

   • A declaration on company letterhead certifying tax compliance

7. Legal Undertaking:
   A certificate must be submitted on a Rs. 500 stamp paper, confirming that the firm is not blacklisted, not a defaulter, and not involved in any criminal proceedings.

8. Lowest Bidders:
   Contracts will be awarded to the lowest evaluated bidders per item category.

9. Sample Submission & Delivery:
   Successful bidders must:

   • Submit item samples before receiving supply orders

   • Ensure delivery within 7 days of receiving the order

   • Submit 0.25% stamp duty based on the bill amount

10. Performance Guarantee:
    A 5% performance guarantee of the total awarded amount must be deposited in the form of Call Deposit/Bank Guarantee. This will be released upon successful contract completion and issuance of NOC by the Indenter.

11. Right to Reject:
    The Chief Traffic Officer, Gujranwala reserves the right to accept or reject any or all bids in line with PPRA Rule 35.
