The Parks & Horticulture Authority (PHA), Lahore is inviting E-Bids from experienced and well-reputed nurseries for the supply and development of new horticultural works in designated areas of Lahore.

Registered nurseries with up-to-date Income Tax, Sales Tax, Punjab Sales Tax, and Professional Tax (where applicable) are encouraged to participate in this competitive bidding process.

How to Apply

All bids must be submitted online via the E-Procurement System (E-PADS):
This tender follows the Single Stage – Single Envelope process under Punjab Procurement Rules 2014 (amended).

Key Guidelines for Bidders

Only item-wise lowest rates will be accepted.
Original Bid Security must be submitted in a sealed envelope (clearly mentioning tender title) to the Project Director, PHA Lahore before the bid submission deadline.
Bidding documents (Terms of Reference & Conditions) must be read carefully and followed strictly.
If any rate is quoted below the estimated cost, the bidder must provide a Performance Security (up to 10% of the work order value) in the form of CDR in favor of Director General, PHA Lahore. It will be returned after successful completion; otherwise, it will be forfeited.
Conditional bids will not be accepted.
PHA reserves the right to increase or decrease the quantity of required plants.
Bidders must bring plant samples during technical bid opening for quality evaluation by the selection committee.
PHA reserves the right to cancel the tender at any time before the final acceptance (as per Rule 35 of PPRA Rules).
If the deadline falls on a public holiday, the submission date will be the next working day.
Bids must remain valid for 120 days from the date of opening.
Bidders are strongly advised not to wait until the last moment to upload their bids on E-PADS. Uploading delays or technical issues will be the bidder’s own responsibility.
