Water and Sanitation Agency (WASA), Gujranwala invites electronic bids (e-Bids) from contractors, firms, companies, or suppliers registered with the Pakistan Engineering Council (PEC) under Code EE-11 and listed with the Punjab Procurement Regulatory Authority (PPRA) for the fiscal year 2024–2025.

 Bidding Process

1. Mode of Procurement
   This procurement will be conducted through the e-Punjab Acquisition and Disposal System (e-PADS) as per the Punjab Procurement Rules 2014 and Punjab Procurement Regulations 2024.

2. Bidding Method
   A Single Stage – One Envelope procedure shall be followed.

3. Bid Submission Deadline
   Bids must be uploaded in PDF format via the e-PADS portal https://www.punjab.eprocure.gov.pk on or before 08-08-2025 by 11:30 AM. Bids will be opened the same day at 12:00 PM electronically.

4. Bid Security
   A 5% bid security of the total estimated cost (as mentioned above) must be:

   • Uploaded in soft copy (PDF format) on the e-PADS portal, and

   • Submitted in original to the undersigned at the WASA Head Office, People’s Colony, Gujranwala before bid opening.
     Accepted formats: CDR, Bank Guarantee, Pay Order, Demand Draft, or Banker’s Cheque.

   Bids without the original bid security submitted in time will be rejected.

5. Documentation Required

   • Valid PEC Registration Certificate (Code EE-11)

   • Valid NTN (Income Tax)

   • PRA Registration for Punjab Sales Tax

   • All must be valid for FY 2024–2025 and uploaded with the bid.

6. Important Guidelines

   • Bids must be submitted only via the e-PADS portal.

   • No postal, telegraphic, or physical submissions will be accepted.

   • If the last date for submission falls on a public holiday, it will be extended to the next working day.

   • Conditional bids will not be accepted.

   • Each bidder must quote item-wise rates for the tasks they intend to perform.

   • Bids will remain valid for 90 days from the date of opening.

   • Corrupt, unreadable, or virus-infected bids will be rejected as per PPRA regulations.

7. Right to Reject
   The procuring agency reserves the right to accept or reject any or all bids as per Rule 35 of the Punjab Procurement Rules 2014.
