Tender Notice – Punjab Highway Department

The Punjab Highway Department is inviting e-tenders from qualified engineering firms and contractors for the execution of the following road work, based on item-rate contracts. This process will be carried out in accordance with the Punjab PPRA E-Tendering System and governed by the latest PPRA Rules.

• Project Title: Special Repair of Dalyan Village Road (Dinga Noor-Jamal)

• Location: District Gujrat

• Length: 0.50 Km

• Technical Sanction No. & Date: 1387/Pig dated 23.07.2025

• Estimated Cost: PKR 15.106 million

• Earnest Money: PKR 0.302 million (2%)

• Completion Period: 3 months

• Tender Opening Date: 13th August 2025

• Time: 11:30 AM

• Venue: Office of the Superintending Engineer, Highway Circle, Gujrat

Who Can Apply

Interested contractors/firms must:

• Be registered with Pakistan Engineering Council (PEC) in the relevant category and codes.

• Be registered on the Punjab PPRA E-Procurement Portal (www.punjab.cprocure.gov.pk).

• Upload their item-wise bid along with earnest money (2% of the bid amount) in the form of Call Deposit Receipt (CDR).

• Submit the original CDR to the Tender Opening Committee at least 30 minutes before the bid opening time.

• Quote rates per item, along with total amount per item and a grand total—percentage-based quotes will not be accepted.

 Important Terms & Conditions

1. Only online bids submitted through the Punjab PPRA portal will be accepted.

2. Original bid securities (CDRs) must be presented in person before the deadline, or the bid will be disqualified.

3. Any submission of false or forged documents will result in immediate disqualification, blacklisting, and reporting to PPRA and PEC.

4. The procuring agency reserves the right to reject all bids at any stage before acceptance under Rule-35 of PPRA.

5. A 5% Performance Guarantee (Pay Order, Bank Draft, or valid Bank Guarantee only) will be required—insurance-backed guarantees will not be accepted.

6. No price escalation will be applicable for special repair works, as per the Finance Department’s notification dated 10.06.2022.

7. Manual adjustments will be made to account for any recovery from old materials.

 Final Note

All eligible firms and contractors are encouraged to participate in the tendering process by ensuring timely submission of documents, accurate bidding, and compliance with all PPRA rules. Bids will be opened in the presence of all participants at the designated venue and time.
