Subject: Framework Contract for Local Purchase of Medicines, Medical Devices, and Surgical Disposable Items (2025–26)

MS SUM Tehsil Headquarter Hospital Jand is pleased to invite sealed bids (technical and financial proposals) from registered pharmacies (with a valid CDSL on Form 09) under a framework contract for the local purchase of Medicines, Medical Devices, and Surgical Disposable Items. The supplies are to be delivered free of cost at the consignee’s end.

Tender Details

Bidding Process Highlights

1. Procurement Platform
   The entire procurement process will be carried out through the e-Pak Acquisition and Disposal System (EPADS).

2. Bidder Eligibility
   Interested bidders must be registered as suppliers on the EPADS platform to participate. Once registered, bidding documents can be accessed directly through the system.

3. Bidding Method
   This tender will be conducted under the Single Stage – Two Envelope method as per the Punjab Procurement Rules 2014 (amended up to date).

4. Submission Deadline

   • All proposals must be submitted through EPADS by 11:00 AM on 4th August 2025.

   • Technical bids will be opened the same day at 11:30 AM.

   • Bidders are encouraged to attend the opening session in person.

5. Bid Security Requirement

   • A Call Deposit Receipt (CDR) equal to 2% of the estimated value (i.e., PKR 90,800/-), valid for 180 days, must be submitted from a scheduled bank of Pakistan.

   • This CDR must be physically submitted to the Office of the Medical Superintendent, SUM THQ Hospital Jand, at least 30 minutes before the bid opening time.

   • Failure to comply with this requirement will result in disqualification.

• Bidding Documents
  All relevant documents, including detailed terms and conditions, can be downloaded from the EPADS and PPRA Punjab websites until the bid submission deadline.

• Public Holidays
  If the submission or opening date falls on a public holiday or a non-working day, the process will be held on the next working day, at the same time and venue.

• Regulations
  This entire procurement process will be governed by the Punjab Procurement Rules 2014 (as amended). Bidders are strongly advised to read the bidding documents thoroughly before submission.
