Punjab Rural Municipal Services Company (PRMSC), under the Government of Punjab’s Annual Development Plan (ADP) 2025–26, has launched the Model Villages (Misali Gaon) Program. As part of this initiative, PRMSC invites E-Bids (PDF format) from eligible and registered Contractors/Firms for the development of Model Villages across Gujrat and Gujranwala Divisions.

Contractors/Firms must be registered on the e-PADS system, and with FBR and PRA (NTN & PNTN), as well as comply with PPRA e-Procurement requirements. Firms must also be registered with PEC in the categories listed for each package below, with codes CE-09 & CE-10.

Bid Security Requirements

All E-bids must include Bid Security in the form of CDR / Bank Guarantee / Demand Draft / Pay Order, issued in the name of Punjab Rural Municipal Services Company.

The original Bid Security must be submitted in a sealed envelope, clearly labeled with the Tender Title, to the PRMSC office before the E-Bid submission deadline.

Important Instructions

• Bids found unreadable, corrupted, or containing viruses on e-PADS will be rejected.

• Single Stage – Two Envelope Procedure will be followed (Technical & Financial).
  Only technically qualified bidders will proceed to financial bid opening.

• The Procuring Authority may reject any or all bids under Punjab PPRA Rules (Rule 35).

• Conditional bids will not be accepted.

• Rates must be written clearly in both figures and words.

• If the submission date falls on an official holiday, the next working day will apply.

• Bid validity must be 120 days.

• Bidders are advised to upload bids well before the deadline. PRMSC is not responsible for delays or upload issues.

• Response time will be calculated based on the date of advertisement published on the PPRA website.
