Key Instructions for Bidders

1. Registration: All interested bidders must be registered on EPADS to participate.

2. Bidding Documents: Detailed terms, conditions, and specifications are available for registered bidders on EPADS and PPRA website.

3. Bid Security:

   • A scanned copy of the original bid security must be attached with the technical bid on EPADS.

   • The original bid security must be submitted in the Purchase Cell on or before the bid submission deadline; otherwise, the bid will be rejected.

4. Single Bid Rule: According to PPRA Rule 36-A, each bidder may submit only one bid. Submission of multiple or alternative bids will lead to rejection of all bids from that bidder.

5. Bidding Procedure: Single Stage, Two Envelope Procedure will be followed as per PPRA guidelines.

6. Bid Index and Checklist: All e-bids must include a proper index and checklist; missing documents may result in rejection.

7. Right to Reject: The procuring agency reserves the right to accept or reject any or all bids at any stage. Upon request, reasons for rejection may be communicated, but justification is not required.

8. Compliance: Bidders must strictly follow PPRA rules in the submission of their bids. Any deviations will lead to disqualification.
