LAHORE HIGH COURT – MULTAN BENCH

Tender Notice

The Lahore High Court, Multan Bench, Multan, invites electronic bids (e-bids) in accordance with the Punjab Procurement Rules, 2014, from reputable and financially sound firms. Eligible firms should have relevant experience and be registered with Income Tax, Sales Tax, Professional Tax, and Punjab Sales Tax authorities (where applicable).

The tender is for the supply of miscellaneous store items, office/computer stationery, and computer accessories on an annual contract basis for the financial year 2025-2026. Detailed specifications of all items will be provided in the tender documents.


Conditions for Tender

  • Prices must include all applicable taxes.

  • Any delay or failure in supplying items may result in forfeiture of bid security in favor of the Court.


General Conditions

  1. Estimated Cost: Rs. 16.124 Million

    • Bid Security: Up to 5% of estimated cost (refundable), minimum Rs. 25,000, in favor of the Senior Additional Registrar, Lahore High Court, Multan Bench. Original CDR must be submitted to the Purchase Branch before the closing time of the tender.

  2. Evaluation:

    • Bids will be assessed using Single Stage, Two Envelope Procedure (Rule 38(2a), PPRA Rules 2014).

    • Proposals not matching the Court’s specifications or incomplete bids will be rejected.

  3. Performance Guarantee:

    • The successful bidder must provide 10% of the estimated cost as a performance guarantee.

    • This may be fulfilled by depositing an additional 5% of the estimated cost and converting 5% of bid security into the guarantee.

    • Minimum acceptable performance guarantee: Rs. 50,000.

    • This guarantee will be returned after successful completion of the contract and warranty period.

  4. If the first bidder fails to supply items within the stipulated period, the second bidder may be offered the contract. Deposited CDRs will be returned after one month.

  5. Submission & Opening:

    • E-bids must be submitted through E-Pak Acquisition & Disposal System (EPADS) by December 2, 2025, at 10:00 AM.

    • Bids will be opened on the same day at 10:30 AM in the presence of the Purchase Committee at the office of the Additional Registrar (Judicial), Lahore High Court, Multan Bench.

  6. Specifications & Samples:

    • Required specifications are included in the bidding documents.

    • Sample specimens of all stationery, non-stationery, and consumable items must be presented on the tender opening date.

  7. Procurement Rules:

    • The entire procurement will follow PPRA rules.

    • The Court reserves the right to reject all bids/tenders at any stage prior to acceptance, with reasons provided upon request.
